(1) The breeder must get the approval, release and registration of the seeds of the new breed compulsory.
(2) The breeder who wants to approve, release and register the seeds of a new breed must submit an application to the sub-committee for approval, release and registration of such seeds in the format as per (a) or (b).
(3) Based on the application received in accordance with sub-rule (2), the sub-committee on breed approval, release and registration shall recommend for the approval, release and registration of new breed seeds by adopting the procedure as follows:-
(a) To check the uniqueness, homogeneity and stability of the seed as determined by the committee and to bring it to the public's knowledge by conducting the test of the seed as required,
(b) Test according to clause (a) and send it to the concerned body as required.
